CAPPCA (Community Action Public Policy Agents)
Mission Statement
Stay involved with local, state, and national issues as they pertain to our mission; improve accessibility issues in our communities; strive to remove barriers for people with disabilities; and keep open communication and hear ideas freely with respect to all opinions.
Meeting called to order by Joe.
Introductions were made from the Hays, Great Bend, Hill City and Liberal locations as well as individual callers. There are 19 in attendance for this meeting in-person or conference call.
The minutes of the September meeting were read by James and approved by group.
LOCAL ISSUES:
Bonnie brought up issue and included Linda in Stockton in regards to the Valley View Apartments and a recent ADA technical support report she had done for the apartments.
Brian let the group know about the Sports Complex in Hays and the recent ribbon cutting that took place. He gave information to the group about access issues.
Bob reported to the group that Ms. Wheelchair Kansas will be in Hays for the Hall of Fame game on November 5th at Fort Hays State University. Bob has free tickets if anyone would like them. Contact WKACD. Bob also invited individuals to the October 19th Transitional Youth Group meeting at 3:30pm at DSNWK. The group is looking at doing something disability related in the spring.
James reported new gas station on Hall is open and running for the Dillion’s store.
STATE:
Changes in State proposed services-(Brian)
FMS is on track for November 1 to change Home and Community based services. Centers are concerned about choice not being a component in services.
Olmstead through State of Kansas- (Brian) Joe reported that he had filed a complaint.
Brian reported 8 complaints are being filed or are in the process. There are 340 statewide. Advocates are challenging plan or lack of plans by State of Kansas to address complaints.
Grant through State of Kansas-(Brian)
Brian reported that LINK received a grant to provide the five core services in Southwest Kansas. LINK will be serving 15 counties in that area.
FEDERAL:
NCIL update- (Brian)
NCIL (National Council for Independent Living) is looking at the super committee created with 6 Democrats and 6 Republicans to try to resolve budget issues.
APRIL update- (Brian)
APRIL (Association for Programs for Rural Independent Living) has a transportation bill being held up due to funding available. They are unsure if there will be any funding available to support this bill.
The next meeting is November 1, 2011 at 10am.
Holden will chair the next meeting.
